Director of Equal Opportunity, Equity and Affirmative Action
University of Wisconsin- Oshkosh  - Oshkosh, WI 54901
The Director of Equal Opportunity, Equity and Affirmative Action reports directly to the Associate Vice Chancellor of Human Resources, Equal Opportunity and Affirmative Action and also has a dotted line to the Chancellor. In this capacity, the Director provides leadership in recommending, developing, and implementing policies, procedures and programs regarding all aspects of affirmative action, equal employment opportunity, equity, diversity, and employee disability. This position monitors compliance with affirmative action and EEO policies and procedures, and recommends corrective measures in instances of non-compliance. In addition, the Director receives, reviews, and investigates complaints of discrimination and harassment, works with employees on disability accommodations, and may, if requested, assist the Chancellor on other types of complaints or grievances against faculty and staff. This position fosters an environment of respect for the dignity and worth of all members of the University community including students, employees, and guests of the University.

Responsibilities
Provide leadership on equity and affirmative action

a. Advise senior University leadership on matters related to equal opportunity, equity, and affirmative action

b. Serve as the institutional officer on all AA/EEO/ADA-employees/Title IX compliance issues

c. Work proactively and closely with University administrators, governance groups and campus-wide committees to develop, implement and review policies and programs that support the goals of equal opportunity, equity, and affirmative action.

d. Work proactively to foster an environment of respect for the dignity and worth of all members of the University community

e. Serve as an administrative liaison to the university-wide committees that deal with equal opportunity, equity and diversity issues, and other special ad hoc groups, as appropriate.

f. Serve as a member of the Compensation Committee

g. Advise the Vice Chancellor of Administrative Services concerning the need for internal review and updating of University policies, practices, and procedures having an impact on programming related to affirmative action, equal employment opportunity, equity, and campus climate, with respect to diversity and inclusion.

h. Provide advice to the Vice Chancellor of Administrative Services relating to all aspects of equal opportunity, equity, and affirmative action issues involving University employees and students

i. Serve as a liaison between the University and the UW System and other state and federal agencies relating to affirmative action and equal employment opportunity

j. Establish a liaison between the University and non-profit organizations representing the interests of, and specializing in the recruitment of, women, minorities, and individuals with disabilities

Provide equal opportunity and affirmative action oversight for all hiring processes

a. Develop new policies as required by UW System and secure approval of administration and appropriate governance groups as needed

b. Consult with and advise search committees, department chairs, unit heads, and any hiring unit on UW Oshkosh policies and procedures for recruitment

c. Consult with and advise hiring units on issues of equal employment opportunity and affirmative action in all steps of the hiring process

d. Monitor the hiring process for all unclassified employees, from position announcement through contracting to ensure that the principles of equal employment opportunity are practiced and that affirmative action goals are met

e. Monitor the hiring process for all classified employees to ensure compliance with affirmative action and equal employment opportunity laws, and with the University's affirmative action plan

f. Periodically review, evaluate, and revise, as necessary, procedures to ensure equal opportunity in hiring and progress toward affirmative action goals

Serve as the contact for faculty, staff, and students on complaints/grievances related to equal opportunity, and affirmative action

a. Serve as contact for faculty, staff and student complaints related to discrimination, sexual harassment and Title IX

b. Informally and/or formally investigate complaints as appropriate and necessary

c. Confer with complainants and make referrals to other University units as appropriate

d. Maintain confidential files of correspondence and information related to complaints

e. Brief the Chancellor as appropriate on the status of complaints

f. Develop and implement training on proper investigation processes

Provide education and training on issues related to equal opportunity and affirmative action

a. Educate the University community on policies and procedures relating to discriminatory harassment

b. Educate new faculty and staff on equal opportunity, equity, and affirmative action policies and procedures

c. Provide training on sexual harassment prevention for new faculty and staff

d. Partner with other appropriate groups and/or departments to offer programs to ensure a discrimination-free environment for members of the University community

e. Evaluate the effectiveness of training and educational programs sponsored by the Equal Opportunity, Equity and Affirmative Action Office

f. Develop and offer educational sessions and resource materials to equip faculty and staff to serve as affirmative action representatives on search and screen committees and personnel committees

g. Review and update University programming relating to persons with disabilities

h. Speak on equal opportunity, equity, and affirmative action topics to student classes and community groups

i. Partner with other campus groups to provide training on campus climate issues

Monitor, evaluate and improve equal opportunity, equity and affirmative action policies and procedures

a. Serve as the coordinator for the Americans with Disabilities Act for employee accommodations

b. Review unclassified and classified staff retention, promotion, and tenure practices and procedures for compliance with appropriate regulations and policies

c. Oversee the preparation of statistical reports for federal and state affirmative action plans

d. Prepare analyses, evaluations, and reports as required by state and federal agencies

e. Evaluate effectiveness of policies and practices related to recruitment, hiring, retention and salary equity for women and minorities

f. Evaluate effectiveness of policies and practices for reporting and resolving problems related to discrimination and harassment

g. Annually develop a comprehensive report and plan that identifies goals for equal opportunity and affirmative action at UW Oshkosh

h. Monitor the University's compliance with open records law as it applies to recruitment and hiring

i. Work with HR to move toward ensuring standardized exit/transfer interviews with all persons who leave the employ of the University or who transfer to another department within the University

j. Review annually reports and results with all levels of management; advise the senior staff of the program effectiveness; submit recommendations to improve unsatisfactory performance

a. Maintain an Equal Opportunity & Affirmative Action web site that provides valuable resource information to employees and students

Qualifications

Required:
a) Bachelor’s Degree
b) Successful experience in affirmative action and equal employment opportunity (AA/EEO)
c) Knowledge of regulatory statutes, guidelines, current court decisions, and directives relevant to AA/EEO/ADA/Title IX
d) Proven ability to investigate and analyze complaints and alleged discrimination while maintaining objectivity and fairness and treating confidential matters responsibly
e) Proven ability to maintain confidentiality
f) Successful experience in developing and implementing training programs
g) Demonstrated skills in verbal and written communication
h) Demonstrated skills in interpersonal relations, working with diverse populations, analytical abilities, and research skills
i) Demonstrated success in developing collaborative partnerships
j) Creative problem solving, investigative, and mediation skills
k) Ability to demonstrate a proven record of personal initiative and leadership

Preferred:
a) Master’s/JD or equivalent
b) Progressive experience in higher education
c) Experience in supervision of employees
